Employee Health Benefits Plan
The Commissioners are the trustees of the Health Benefits Plan and are committed to maintaining a quality, affordable health care plan for employees, although it is not a statutorily-mandated benefit. They believe this governmental, self-insured, non-ERISA Plan is a "grandfathered health plan" under the Federal Health Care Reform: Patient Protection and Affordable Health Care Act. As permitted by this Act, a grandfathered health plan can preserve basic health coverage that was already in effect when the law was enacted. Questions regarding which protections apply and which protections do not apply to a grandfathered health plan and what might cause a plan to change from grandfathered status can be directed to the Commissioners' Office at 419.354.9100. Members of the Employees Health Benefits Committee take their role of preserving the long-term viability of employee benefits very seriously. Their task is difficult when weighing employee satisfaction and preservation of benefits.

Notice to Employees:
Form 1095-C: Employers are no longer required to send employees a Form 1095-C, unless the employee requests a copy of the form, per the Paperwork Burden Reduction Act (H.R. 3797) (“PBRA”), passed by the 118th Congress on December 11, 2024.
Requests may be made by contacting the Benefits Line at ext. 1373 or by emailing benefits@woodcountyohiogov.
The employer must provide the applicable Form 1095-C by the later of 1) March 2 or 2) 30 days after the date of the request.
This notice is also posted on the display board in the lobby by the County Office Building Elevators.
